Kathmandu, July 3: The Ministry of Information and Communication (MoIC), led by Minister Dr. Bikram Timilsina, has reported significant progress in advancing digital governance, public service delivery and institutional reform during the first 100 days of the government in office.
The Ministry’s progress report outlines achievements across a wide range of initiatives introduced under the government’s 100-point governance reform agenda approved by the Council of Ministers on March 27, 2026.
According to the Secretariate of the Ministry, priority was given to improving service delivery, strengthening digital infrastructure and making government services more accessible to citizens.
One of the Ministry’s flagship achievements has been the expansion of the “Government Courier Service,” which aims to deliver public services directly to citizens’ homes through the Department of Postal Services.
During the reporting period, more than 206,000 passports were transported from the Department of Passports to district administration offices, while home delivery of passports has already begun in 75 districts. The postal network has also transported over 808,000 driving licences to transport offices across all seven provinces, with home delivery of licences continuing in several districts.
The postal service has further expanded its role through agreements with public institutions, including Nepal Open University, the National Public Health Laboratory, the National Health Education, Information and Communication Centre, and the Health Insurance Board, enabling the nationwide delivery of educational certificates, laboratory samples and health-related materials.
The ministry also upgraded Nepal’s postal system by introducing a seven-digit postal code, improving postal tracking and aligning the country’s postal infrastructure with international standards, according to the report.
Considerable progress has also been made in reducing the long-standing backlog in printing of driving licence.
According to the report, the Security Printing Centre completed 100 per cent of the first agreement to print 1.2 million QR-enabled smart driving licences. Under the second agreement, signed in April, 2.37 million licences, around 82 per cent of the target, had been printed by mid-June, with the remaining licences expected to be completed by the end of the current fiscal year. The centre has also maintained a commitment to printing new driving licences within 24 hours of receiving data from the Department of Transport Management.
In the telecommunications sector, the Ministry completed several customer service reforms through Nepal Telecom. These include expanding 4G services by allocating additional frequency spectrum, establishing One Stop Service help desks at Nepal Telecom offices nationwide and introducing a system that securely stores customers’ personal information, eliminating the need to repeatedly submit documents when accessing additional services.
The Ministry has also completed drafting key legislation covering information technology, e-governance, cyber security, data protection and artificial intelligence, laying the legal foundation for Nepal’s digital transformation agenda.
As part of wider governance reforms, the ministry introduced Business Process Re-engineering (BPR) across its departments and affiliated agencies to simplify administrative procedures, reduce unnecessary approvals and improve service delivery. The Ministry has already submitted its BPR reform report to the Office of the Prime Minister and Council of Ministers, according to the report.
